About MERL Tool

The Monitoring, Evaluation, Reporting and Learning (MERL) Tool is a digital platform developed to support the Ministry of Environment, Climate Change and Forestry (MECCF) in Kenya to monitor, track and assess progress across its key thematic areas:

  • Climate Change Adaptation and Mitigation
  • Forestry, Agroforestry & Landscape Restoration
  • Biodiversity & Ecosystem Conservation
  • Waste Management & Pollution Control (Circular Economy)
  • Cross-Cutting Enablers (Governance, Policy, Finance, MERL, Capacity)

The platform provides a centralized system through which environmental and climate-related data can be collected, managed and analysed at both national and county levels. It enhances coordination across institutions, strengthens reporting processes, and supports evidence-based decision-making for effective implementation of climate and environmental priorities.

Beyond data management, the MERL Tool is designed to demonstrate impact and tell the story of implementation. By linking activities to outputs, outcomes and long-term results, the platform enables MECCF and its partners to track progress, assess effectiveness, and showcase how policies and interventions translate into tangible environmental, climate and socio-economic benefits.
